The Driver Qualification File (DQF) is a mandatory compliance structure under 49 CFR Part 391. Every motor carrier must maintain a properly documented DQF for each CDL driver, and improper or incomplete DQF files remain among the most common audit-trigger findings in FMCSA investigations.

Required DQF Components

A properly structured DQF must include the driver’s application for employment, Motor Vehicle Record (MVR), road test certificate (or CDL equivalent), Medical Examiner’s Certificate (MEC), safety performance history inquiries, annual MVR review documentation, annual violation certification, and ongoing compliance documentation.
